Start by cutting the sirloin steak into bite-sized cubes and season them lightly with black pepper. Heat olive oil in a large skillet over medium-high heat and add the steak pieces. Sear them until browned and cooked through, which should take about 8-10 minutes. Once cooked, remove the steak from the skillet and set it aside.
In the same skillet, lower the heat and add minced garlic. Stir for about 30 seconds until fragrant, then pour in the honey and soy sauce, mixing well. Bring this sauce to a gentle simmer.
To thicken the sauce, dissolve the cornstarch in water and add to the skillet. Stir constantly until the sauce has thickened, which should take a couple of minutes.
Return the cooked steak bites to the skillet and toss them in the sauce until they are well coated. Cook for another minute to allow the flavors to meld together.
