Start by preheating your oven to 350°F (175°C) and greasing a 9x9 inch baking pan. In a bowl, mix together the flour, sugar, cocoa powder, and melted butter until smooth.
Add in the beaten eggs and vanilla extract, stirring until everything is well combined. Gently fold in the crushed Oreo cookies.
Pour half of the brownie mixture into the prepared pan and spread it evenly. In another bowl, beat together the softened cream cheese and powdered sugar until creamy. Spread this mixture over the brownie layer.
Top with the remaining brownie batter, spreading it carefully, and bake for 30 minutes or until a toothpick inserted in the center comes out slightly moist. Let cool before serving.
